The Central Pennsylvania Animal Alliance (CPAA) is thrilled to host its 15th annual WoofStock on Sunday, September 26 along beautiful Riverfront Park in Harrisburg. WoofStock is the largest adoption event for dogs on the East Coast. It draws a crowd of more than 10,000 animal lovers and their pets and is an important fundraiser for CPAA's De-Sex in the City free and low cost spay/neuter program. We invite you to be part of WoofStock 2021!

The following instructions are important; please read in their entirety.


Tax Information:
CPAA has paid for a General Mercantile Tax License that covers the sale of all items for non-profit groups during WoofStock. If you plan to sell items at WoofStock, you must have a PA Sales Tax number. This is a requirement of the Pennsylvania Department of Revenue (DOR) and not CPAA. If you sell items at WoofStock without a PA Sales Tax number, you may be fined by the Department of Revenue—they do police the event.

Rescues—even if you do not plan to sell items at WoofStock, if you do adoptions, a PA Sales Tax number is required, as adoptions are taxable transactions.

If you do not have a Pa Sales Tax number, please call Nancy Jones at the DOR at 717-425-7709 for an application or visit,-promoters-license,-or-wholesalers.

Right to Refuse Vendors:
CPAA reserves the right to refuse to allow the sale or display of information it deems inappropriate or offensive for this event. CPAA also reserves the right to refuse any business, organization, or individual admittance to WoofStock.

WoofStock Vendor Information

The City Parks Department does not allow any tent posts or tent stakes of any kind inserted into the ground. Tents or EZ-ups must be free standing. You may use weights (for example water bottles or sand bags) to secure your tent from the wind.

All trash is the responsibility of the VENDOR. All trash, food, debris, and any other items MUST be bagged and left at or in the city trash can bins or removed from Front Street before leaving WoofStock. ALL cardboard boxes must be collapsed and left at the city trash can bins. Any vendor leaving behind un-bagged trash or non-collapsed cardboard boxes will be fined $150 and not allowed back to Woofstock.

There will be designated areas to unload your wares the day of WoofStock and then you will have to remove your vehicle from Front Street immediately. There is parking available on side streets (free), parking garages (flat fee for the day), or on City Island (free).

If you would like to park on Front Street near your booth space, the fee is $25.00 per space. Parking is limited and will be available on a first come-first served basis. The parking fee for nonprofits is $5.00 per space.

For those vendors paying for parking, parking placards for your dashboard will be issued upon entry to WoofStock. Any vehicle parked along Front Street without a placard will be towed.

CPAA can provide electricity for your booth at an additional cost of $60 per line. Your business or organization will be responsible for providing extension cords, hook-ups, and covers for the electrical lines to prevent guests from tripping over them. Please indicate the number of electricity hookups requested. CPAA is required to submit electrical needs to the City of Harrisburg no later than August 15. It is vital that we know all equipment being used. There will be no electrician on duty the day of the event in case of power failure. CPAA strongly recommends the use of quiet generators instead of electricity.

CPAA encourages shelters and rescue groups to showcase their adoptable animals at WoofStock. If you plan to bring adoptable animals, please note that you must adhere to the Pennsylvania Dog Law (Act of 1982, P.L. 784, No. 225). If CPAA determines that a group is not adhering to the law, the group will be told to leave the event. Below are the rules concerning the dog law and/or CPAA policy for the dogs at WoofStock.

• No Transfers of Ownership – You are welcome to take applications on your available dogs; however, no dog adoptions/transfers are permitted during this event. Under existing law, the transfer of a dog is permitted only at a licensed facility.

• No Unaltered Animals -- All adoptable dogs brought to WoofStock must be spayed or neutered unless a medical reason (such as health or age) precludes them from being altered prior to the event.

• Current Vaccinations and Dog Licenses Are Required – All dogs must have current rabies shots and county dog licenses or kennel licenses. If you have any questions concerning these requirements, please contact the State Dog Law Enforcement Officer for Dauphin County, Mike Zeigler at 717-774-2780.

• Dogs Must Be Under Control – WoofStock is being held in the park along the well-traveled Front Street in Harrisburg. CPAA has been given approval for closure of that street for this event. Regardless, it is very important to have complete control of any animals in your care. For maximum safety, CPAA recommends placing a no-slip collar/leash on every dog to ensure that the dog cannot back out of his/her collar and the handler can control the dog at all times. CPAA also recommends using sturdy dog crates for animals not on a leash.

• No Aggressive Dogs – No vicious or aggressive dogs are permitted at this event. Anyone handling an animal that displays aggression toward other animals or people will be told to remove that animal from the event immediately. CPAA reserves the right to refuse admittance to any animal displaying aggression toward other animals or people. Safety is our number one concern.



For health and safety reasons, only licensed food vendors may sell any type of human food at WoofStock. Accepted food vendors must have a valid City of Harrisburg Health License and Mercantile License and one-day special events permit. To obtain these licenses and permit or if you have any food vendor questions, please contact the Special Events Director for Harrisburg City at 717-255-3020 and/or the Health Officer, City of Harrisburg, at 717-255-6552. Food vendor spaces are filled first-come, first-served.

For-profit businesses are encouraged to donate a portion of their proceeds for the day to CPAA or in-kind items or gift certificates to be used for the WoofStock raffle, proceeds of which will go to CPAA’s De-Sex in the City free and low cost spay/neuter and vaccine program.
